Notes of the Oxhill Parish Council Meeting

Tuesday 8th May 2012 at 8.10pm in the Village Hall

Apologies received from Brian Badger and Tom Heritage.

ELECTION OF OFFICERS

David Hill, Chairman since 2002, stood down for re-election in line with the new adopted policy on period of Office.  David was thanked for all the work he has done whilst in this Office.

Grenville Moore was elected Chairman

Carol Taylor was elected Vice-Chairman

MATTERS ARISING FROM THE PARISH MEETING

Faster Broadband Connection

Balvinder Heran from Stratford District Council gave a presentation to the Parish Meeting, re the above.  10mb will be guaranteed in rural areas.  Although funding is available from Broadband UK and DEFRA the District Council has to match pound for pound costs incurred.  Lottery funding of £10,000 is available to parishes upon application and we agreed to apply. There is also a need to find out what the interest and up-take would be for this faster connection. More information on this will be available following the July meeting.  Mike Collins has agreed to spearhead this project for the Parish Council.

Shipston Forum – Live Link

This is a meeting on local issues at which anyone can attend.  Warwickshire County Council is running a pilot for a live link of the meeting.  This is due to take place on 12th June.

MATTERS DISCUSSED

Finance

The second instalment of £344 for hiring a marquee was paid to the Diamond Jubilee Event as agreed. The Clerk accepted an honorarium of £150 that included all expenses for the year to 31st March 2012.  A cheque for £225 was signed for annual renewal of mandatory insurance cover.

Audit Account, Annual Governance Statement, Bank Reconciliation, Variation to the A/c and Notes to the A/c were signed by the Chairman.  Receipts and Payment Book was also signed. These documents will now be sent for audit.

Planning

Permission has been granted to erect a two storey extension at Binswood Cottage and demolition of outbuildings.  Permission also granted for temporary agricultural workers mobile home on Land at Field Forge Farm and permission granted for retrospective change of use of annex at Short Meadow.

Chestnut tree Damage

It has now been established that this tree and verge are the responsibility of WCC Highways.  If they agree that it should be taken down they will apply to Stratford District for planning permission.  It has been agreed that should it be taken down an ak Tree to commemorate the Diamond Jubilee can be planted in its place

Mowing Grass Verges

The request to mow grass verges in the village in line with the Biodiversity Group to help promote the growth of wild flowers has not been taken up by the Stratford Council due to cost and type of machinery used by contractors.

New Opening Times for Shipston Police

These new opening times are for police reporting at the Shipston Library.

Mon, Tue, Thur – 9.30 - 12.30 and 1.30 – 5.30.
Wed, Fri, Sun – closed.  Sat 9.30 – 12.30

Highways

Kerb Setts had been put in place along Main Street. A large pot hole needed filling in at the bottom of The Peacock’s drive. White lines by the pig farm approaching the A422 needed re-painting, and a section of the roadside verge was falling away halfway between Whitehill and the A422.

Street Signs.

Stratford District Council to be contacted again to replace “Main Street” signs.

Parish Council Notice Board

George Adams has agreed to refurbish the notice board
