Notes of the Oxhill Parish Council Meeting

Tuesday 13th May 2014 at 8.00pm in the Village Hall

The meeting,chaired by Grenville Moore, was attended by Parish Councillors David Hill, Carol Taylor, Tom Heritage and Brian Badger

Matters Discussed

Election of Officers

Grenville Moore would remain Chairman and Carol Taylor Vice Chairman for the forthcoming year.

Planning

As adjoining Parish we were notified of development at Hogwood Farm for erection of pig unit and grain store – we had no objection to these.

Planning permission had been granted for (1) demolition of existing dwelling and construction of two dwellings at Applegrove, and (2) replacement of guttering and rebuilding wall at The Manor.

Planning applications had been returned with no objection for, (1) removal of condition 3 of S86/0133 to remove personal use condition at Whitehill Cottage, (2) Fell Leylandi, Apple and Alder trees at The Old Church House,

(3) Conversion of garage to form living accommodation (annexe) at Greenfields, (4) single storey side and rear extensions at Silverdale.

Planning amendment to insert utility window at The Maples returned with no objection but window glass must be obscure.

Planning application to demolish outbuildings and erect new dwelling at Ripplesdale with vehicular access off Green lane was returned with no planning objection but with a view that the building was large for the plot and bringing attention to promised “ecological enhancement” on the outline plan.

Planning application for erection of 4 dwellings at Fithers Field was returned with objections on the following grounds: infill of back land; would not enhance existing landscape character; width of road too narrow; exacerbating flooding in this area; the 5-bedroomed houses would not respect the character of the village; and noted that trees had already been felled on the proposed driveway without planning permission.

Finance

Clerk accepted an honorarium of £150, which included expense for the year to 31 March 2014.  Mandatory insurance premium of £201.03 was paid unchanged from last year.

Clerk presented the yearend accounts.  Account of Receipts and Payments for year ended 31 March 2014 was signed as correct. Annual return accounting statement was approved and signed and Annual Governance statement signed.  Bank reconciliation was provided.  These returns will be sent for internal and external audit.  Required notice had been posted for persons wishing to view accounts.

Highways

Pot holes still needed repairing and the road from Whatcote to Honington was in a bad state of repair.  Highways to be notified.

Post of Parish Clerk

At the end of this financial year 31 March 2015 I will have completed 36 years as Parish Clerk to Oxhill and have given in my notice.  This coincides with the Parish Elections which will take place next year.  If anyone would like to take up this position I will be pleased to explain what it entails.
